Arctic Council The Arctic Council, also known as the Arctic parliament, the Arctic Council and the Arctic Association, is a high-level international forum composed of eight Arctic countries, including Denmark, Finland, Iceland, Norway, Canada, Sweden, Russia and the United States. It was established in Ottawa, Canada, in September 1996. The Arctic Council is an intergovernmental forum, mainly focusing on the governments and countries adjacent to the Arctic The problems faced by local people are aimed at protecting the environment of the Arctic region and promoting the sustainable development of the region's economy, society and welfare. On May 15, 2013, China, India, Italy, Japan, South Korea and Singapore also officially became observer states of the forum.
